muscle building on legs, bum and neck

Hello!

My mare used to be owned by a riding school, she was built up to shape, muscly and she was doing 1m show jumping and campdrafting etc, this was all before she was bought by her previous owner who didnt do much work with her at all and hadnt for the last year. When I bought her she was slim, pretty but not muscly. She has an awesome bum though, haha! But her legs arent muscly, her neck isnt up to shape and her hind, rear is not muscly. What can I do? I know hill work is suppost to work but I dont live near any hills, and there are literally no slopes.....I have trot poles though. She has improved her trot by a mile and is also very able to walk around the arena quietly at walk and trot, thanks to everyones advice! She is still, quite strong and forward at the canter and jumping, but we are working on it! Also, just to add a little up date on the gorgous colt, he is now 1 yr and around 1 month! He has matured alot into a teenage mind instead of a baby but still has his baby traits like he likes to play chasey in the paddock, lol working on it but he has gone from a spooky and farely unhandled colt to a absolute gentleman and he acts like a gelding, he has no colt traits! You wouldnt even realise hes a colt! Anyway, does anyone have any ideas of building up muscles in the rear end, like the hamstring and around the back, the legs and neck? Thanks!
