We are starting a young Welsh cob, and he are very sensitive when we give him light cues to move his rear end. Panic is close for him. How can we help him being not quite so sensitive?

Use pressure and release. From the ground on a short lead apply pressure with a crop or lung whip to his hind quarter. Keep his head turned towards you. Remembering you are not giving him the cue to yield is hind quarter. Just applying pressure. As he jumps and yields stay in tight with continuous pressure until he stops. You may have to go around in a circle 3 or 4 times. When he stops. Release the pressure and rub his withers. Then apply pressure again. Continue this exercise until he can stands still with pressure applied to his rear. Be sure to do this to both sides.
