It means if you try to train a horse like you only have 15 minutes, it will take you all day. However, if you train a horse like you have all day it will probably only take you 15 minutes. In other words, don't try and rush your training or your horse, it will end up taking you longer to get what you want. If you give your horse the time that he needs he'll learn much faster.

With small steps you are generally faster. Too big steps may slow down the progress. There is also a rule: if your step has been too big, you have to go back one or even two steps and restart from there.
