Is your yearling really 'halterbroke'?
Is he accepting you at his off side when being handled?
It seems to me he has never had a human handling his off side, so he 'owns' 'it.
What you can do is putting a (Dually) halter on him and then let him get used to seeing you from his right eye. Stand in front of him, rub his forehead, let your hand casually slip to the right side of his head, as if by accident. Repeat this until he sees no harm in it anymore. Now place yourself more to his right side and slowly work your way towards the withers. Keep rubbing, so he'll find it a pleasant situation. Your shoulders should be parallel to the horse's spine, or slightly opened towards his head, this way you're less invading.
Mind your breathing, keep a deep slow breath all the time, this signalizes the horse that you are not predatorial, he will synchronize with you.
