My horse wants to put everything in his mouth. He tries to eat the reins, halter, side ties, etc. How can I teach him not to mouth things?

Is he teething? They are growing/changing teeth for a long time and if you go to advancedequinedentistry there's a world of info on all this .Fascinating !
