A horse lowering is head is, from what I learned almost always submission. That puts the horse in a vulnerable position. When I bring new horses home they have a hard time eating because to do so they have to lower their head in the bucket. A horse will not do so if there is no trust. So, to answer your question I would say yes. When a horse licks and chews its usually relaxation or submission, and so on. Does that help?
