Western training makes a more flexible and responsive horse.Why do English training methods seem to create horses who are heavy on the forehand?Backing up and developing flexibility and strength in the loins and hocks adds to the agility?

I don't think I would make such a broad generalization as this. I would say that incorrect training, whether english or western, creates horses that are heavy on the forehand. I have seen many western riders going around with their horse's front end just banging into the ground with every step, while the rider just leaves the reins useless. However, I have also ridden at many english barns that don't train correctly and subsequently, from bad riding the horses get so dead in the mouth from all the "contact," that the horses just hang on that bit like you wouldn't believe. But, I think that since these problems are not present at the top level of either sport, I would say that they are created, not inherent, in each discipline.
